In 2025 the Ministry of Public Health tightened the framework rather than reversing it. Cannabis flower was classified as a controlled herb to be sold for health purposes: licensed shops now sell it against a practitioner-issued prescription - the PT33 - with sales limited to a 30-day supply per prescription, and record-keeping, age and advertising rules for sellers. Cannabis remains legal to buy in 2026; the route to buying it is now a medical one.

What You Cannot Do
- Buy without a prescription - since the 2025 rules, licensed shops sell cannabis flower against a PT33. A shop selling with no questions asked is a shop cutting corners
- Smoke in public - beaches, streets, parks and bars without a smoking area are all off-limits. Public smoking can draw fines under public nuisance laws
- Take cannabis across borders - airport scanners catch this regularly and the penalties abroad can be severe. Never fly with cannabis, in either direction
- Buy under 20 - dispensaries must verify age, and selling to anyone under 20 is illegal, as is selling to pregnant or breastfeeding women
- Drive impaired - treated like drink-driving under Thai law
